What the Canadian data actually says

1. Program Manager pays less than Project Manager

C$84,350 against C$99,455, across 3,225 adverts.

It sounds like a step up the ladder. In advertised roles here it is paid roughly C$15,105 below the job beneath it.

Titles that carry status do not always carry a pay band to match. Worth knowing before you take one for the name.

2. Technical Program Manager out-earns Senior Project Manager

A Technical Program Manager is advertised at C$136,400. A Senior Project Manager, C$126,027.

Waiting for a promotion cycle is not the only route, and here it is not the best-paid one either.

Caveat: only 97 adverts for Technical Program Manager, against 378 for Senior Project Manager. Directional rather than precise.

How Canada compares

The Canadian median converts to about $69,887, placing it 8th of the sixteen markets we measured.

Converting at market rates ignores what the money actually buys locally, so treat the ranking as a rough ordering rather than a cost-of-living comparison.

What “Senior” is worth here: +27%

For comparison, the senior title adds 32% in the United States, 23% in the United Kingdom, 2% in Spain and nothing at all in South Africa. Advice to chase the senior title travels far worse than the people giving it assume.

On pay spread, the interquartile band here is 53 points wide as a share of the median — against 148 in India, the widest we measured, and 13 in Spain, the tightest.

If you are underpaid

Knowing the band is the useful part. “The median is C$99,455” is a fact. “A quarter of advertised roles start above C$127,621” is an argument.

If you are below C$75,185 and have been in post two years, the gap is probably not your performance — it is your starting point. Internal pay reviews rarely close a gap that size.

Two things that might help, both free

Benchmark your own salary — tell us your role, country and experience and see where you sit against this dataset. Contributions feed the 2027 edition, which adds practitioner-reported pay alongside advertised pay.

Work out whether the PMP pays for itself — PMI reports a certification premium, and our calculator sets that against the real cost of getting certified, for your salary rather than an average one.

Gururo is a PMI Authorized Training Partner. We sell certification training, so treat that as disclosed interest — both tools above are free and neither requires an account.

What this data is, and what it is not

It is 8,289 Canadian job adverts collected on 9 October 2026, showing what employers publicly offered.

It is not what people actually earn. Advertised pay excludes bonus, pension and equity, and reflects what employers posted rather than what candidates negotiated. Senior roles filled through networks are never advertised, so they are invisible here by definition.
